IconMaker 3.0 Full Description:

With IconMaker you can create/edit the following Windows Icons/cursors. Icons: 16x16-64x64 in 8 pixel increments @ 16,256,monochrome and true color. Cursors of 32x32 are also supported. To facilitate icon drawing the following toolbar tools are provided. Pencil, straight lines, hollow/filled circle, hollow/filled rectangle, hollow/filled rounded rectangle, flood fill, move/copy rectangle/shape, eraser, curves, desktop snapshot, horizontal/vertical flip, rotate, color substitute, color selector, text. A second toolbar is available to perform the following: Undo/Redo, load/save color palette, image nudge (left, right, up, down, diagonal)...
